In the state of Washington, there are specific training requirements that must be met in order to obtain a bail bonds license or endorsement for a bail bond recovery agent.
Civil or criminal law training is required. It can be taken in publicly offered classes or by private study. The following subjects must be included in this coursework: state statutes relating to bail regulations, constitutional law, procedures for surrendering defendants into custody, procedures for exoneration, civil liability, civil rights for detainees, basics around locating defendants, contracts and the powers of a bail bond recovery agent.
In addition, there are requirements for procedures for field operations. These involve study in areas like the use of force and degrees of force, safety, entering and searching buildings, custody and transportation of prisoners, defensive tactics, use of restraints, firearm training.
Any agent using a taser, baton or oleo capsicum resin sprays must have proof of achieving certification in order to use any of these tools. Firearms training must be obtained via a Criminal Justice Training Commission instructor.
